Incorrect Fee Applied on Debit Pre Auth Transactions When TCD Was Disabled

Resolved an issue where debit card PreAuth transactions incorrectly included a Dual Pricing fee even when True Cash Discount (TCD) was disabled. The transaction should have been completed at the original amount, but an additional fee was being added. This behavior has now been corrected so that debit transactions process at the exact authorized amount when TCD is turned off.
