Fix for Missing RKL Device Alerts

Required POS Build: 10130

Fixed an issue where RKL-related device alerts were not showing in the portal for QD4 devices after performing transactions or downloading parameters from the upgrade app screen. Now, device alerts will correctly appear when RKL operations are performed.
