Debit Fee Handling Corrected for HPP API Transactions

An issue was identified where debit card transactions processed through the Hosted Payment Page (HPP) API could incorrectly include a fee when “Treat Debit Card as Cash” was enabled and notifications were sent via POST.

This behavior has been addressed to ensure that debit transactions treated as cash no longer have fees applied. Credit card transactions and all other fee behaviors remain unchanged.
