Commands Executed After CCC Was Re-enabled

Resolved an issue where commands triggered while CCC (Command and Communication Center) was disabled were queued and executed after CCC was enabled again. Commands are now rejected while CCC is disabled and are not executed after CCC is re-enabled to prevent unintended execution.
